The Human Resources Law No. (08) of 2025 takes effect on January 1, 2026, transforming how the emirate’s 25,000+ government employees are recruited, developed, and advanced.

From Tenure to Performance: A Fundamental Shift

The legislation marks a decisive departure from traditional tenure-based systems toward merit, capability, and measurable results. High performers will benefit from accelerated promotion pathways that recognize exceptional work without requiring standard service periods, while performance-based allowances provide tangible recognition for distinguished contributions. Outstanding new graduates also qualify for reduced probation periods, enabling rapid advancement for those demonstrating strong early capability.
