The UAE enters this period of uncertainty from a position of considerable strength. The country’s budget recorded an average surplus of 5.6 per cent of GDP between 2021 and 2025, while non-oil sectors now account for approximately 75 per cent of GDP, significantly reducing the economy’s vulnerability to energy market volatility. Furthermore, Abu Dhabi’s government net asset position is estimated at 358 per cent of GDP in 2026, among the strongest fiscal positions of any rated sovereign globally.

Abu Dhabi operates the Abu Dhabi Crude Oil Pipeline to Fujairah, which can carry approximately half of its oil exports directly to the Indian Ocean, bypassing the Strait of Hormuz entirely, a strategic advantage that reduces dependence on the region’s most critical shipping chokepoint.
What Is the Outlook Going Forward?
S&P expects UAE economic growth of approximately 2.2 per cent in 2026, down from an estimated 5 per cent in 2025, a moderation reflecting near-term headwinds, but not a structural deterioration. The agency expects the conflict to recede within weeks, after which the UAE’s strong balance sheet will enable a period of sustained recovery.
