The UAE is implementing a comprehensive ban on single-use plastic items starting January 1, 2026, marking a significant milestone in the nation’s sustainability journey. The Ministry of Climate Change and Environment (MOCCAE) has announced the second phase of Ministerial Decision No. 380 of 2022, expanding restrictions to protect the environment and reduce plastic waste.
What’s Banned Under the New Rules
From January 2026, the following single-use plastic items will be prohibited from import, manufacture, and trade: beverage cups and lids, plastic cutlery including spoons, forks, knives and chopsticks, plastic plates, straws, stirrers, and Styrofoam food containers and boxes.
Additionally, all single-use bags under 50 microns thickness will be banned, regardless of material—including paper bags. This comprehensive approach aims to eliminate thin plastic bags that contribute significantly to environmental pollution.
Strategic Exemptions Support Industry
The decision includes specific exemptions to support trade and local industry. Products manufactured for export are permitted if clearly labeled and not sold domestically. Bags and products made from recycled materials within the UAE are exempt to encourage the local recycling sector.
Other exemptions include medicine bags, refuse bags, thin wrapping for fresh food items like meat and vegetables, and large shopping bags for clothing, electronics, and toys.
Part of UAE’s Circular Economy Vision
Eng. Alya Abdelrahim Alharmoodi from MOCCAE emphasized that this regulation advances the UAE’s circular economy principles, transforming resources into sustainable assets rather than environmental burdens. The initiative balances environmental protection with business sustainability, protecting marine and terrestrial ecosystems from pollution.
Building on Phase One Success
This follows the successful first phase implemented in January 2024, which banned single-use plastic shopping bags including biodegradable variants. The phased approach allows businesses and consumers to adapt while transitioning toward sustainable, reusable alternatives.
The Ministry urges all establishments, markets, and suppliers to comply fully with the new regulations and actively participate in achieving the UAE’s environmental goals for a more sustainable future.
