The Ministry of Human Resources and Emiratisation (MoHRE) has rolled out a sweeping suite of AI-powered services under Phase II of the UAE’s Zero Government Bureaucracy (ZGB) Programme — fundamentally changing how employers, employees, and domestic workers interact with government labour services.
What Has Been Deployed
MoHRE has achieved up to 100 per cent process reduction across several key services, eliminating in-person visits and paper documentation for the vast majority of transactions. Work permit processing times have been cut by 95 per cent, while data verification, previously a 10-minute manual task, now takes under one minute. For straightforward applications, quota approvals that once took days are now processed in under one second.
Since the system’s upgrade, the ministry has issued approximately 900,000 work permit quotas, with over 11 million transactions processed entirely through AI-driven workflows.
How the System Works
At the core of the transformation is the Establishment Bundle, a zero-visit, zero-documentation model that automatically updates establishment records through direct integration with Departments of Economic Development. The AI engine flags anomalies for human review while auto-approving compliant applications, supported by a self-learning model that refines its forecasts over time.
MoHRE’s upgraded call centre now autonomously handles around 2,000 frequently asked questions, cutting call review times from 10 minutes to 2 minutes and saving over 1,000 working hours.
The Broader Ambition
The reforms align with the UAE Artificial Intelligence Strategy, which targets 100 per cent reliance on AI in government services and data analysis by 2031. MoHRE has confirmed 2026 will mark its full-scale rollout of AI across all systems, operations, and customer services — reinforcing the UAE’s position as a leading digital nation and a benchmark for government efficiency globally.
