UAE Tops MENA M&A: US$29 Billion of Inbound Deals in the First Nine Months of 2025

The United Arab Emirates dominated the MENA region’s mergers and acquisition activities in 9M 2025, with 171 inbound deals amounting to approximately US$29 billion, reflecting its strategic transformation into a global deal-hub.

Key Data Points

Within the first nine months of 2025, MENA saw 649 M&A deals, representing a combined value of approximately US $69.1 billion, up 23 % year-on-year.

The UAE topped inbound transactions to the region with 171 deals at an estimated value of US$29.0 billion.

Cross-border deals dominated the landscape, accounting for 54 % of volume and 76 % of the highest five-year level for such activity.

Inbound M&A across the MENA region increased 25% in volume and 34% in value — to US$23.8 billion — during the same period, while the UAE took the largest share of the inbound value.

Domestic M&A activity in MENA: 300 deals valued at around US $16.8 billion, representing 46 % of total deal volume.

Key sectors: Chemicals at ~US$23.9 billion and technology at ~US$12.2 billion led regional deal value.

GREs and sovereign wealth funds also continue to be major players: 39 of 189 outbound deals were GRE-backed, accounting for 66 % of their overall value.

Analysis: Underlying Drivers and Theoretical Context

1. Globalisation and Cross-border Dealmaking

The surge in cross-border M&A – 54% by volume and 76% by value – is in line with textbook theories of global capital mobility and strategic asset seeking by firms. Investors increasingly look beyond domestic markets for growth, diversification, and access to technology or brands. As the data show, companies regard the UAE not only as a target but also as a gateway to the wider region and global value chains.

2. Institutional-Investor Influence & Sovereign Capital

The heavy involvement of GREs and sovereign wealth funds speaks to the “state-investor” model prominent in Gulf economies. These institutions often pursue strategic objectives such as technology transfer, industrial diversification, and geopolitical positioning rather than purely financial returns. This tends to drive both deal volume and deal size higher, particularly in sectors aligned with national transformation agendas, such as chemicals, tech, and infrastructure.

3. Economic Diversification & Industrial Policy

The prominence of the UAE reflects its long-standing policy framework for diversifying away from hydrocarbons, the “New Economic Model.” Investments, regulatory reforms, and the build-out of infrastructure such as free zones, digital economy platforms, and resident visa changes have paved the way to increasing the country’s attractiveness. From an institutional economics perspective, by lowering transaction costs and regulatory uncertainty, the investment climate has significantly improved, thereby correspondingly attracting more M&A.

4. Sectoral Shift towards High-Growth, Innovation-Driven Industries

The UAE’s M&A landscape is evolving, with chemicals and technology driving deals as traditional industries give way to innovation-led growth. Companies are using M&A to adapt and access new opportunities.

Dubai and Abu Dhabi have become self-sustaining business hubs, backed by strong networks, professional services, stable infrastructure, and clear regulations—making the UAE attractive for global investors.

For investors and companies, UAE deals offer domestic growth and cross-border opportunities, especially mid-sized deals with high potential. With inbound deals hitting roughly US$29 billion in 9M 2025, the UAE is not just leading MENA in M&A—it’s shaping the region’s innovation and investment future.
