The ranking places the UAE ahead of nations such as India, Australia, Spain, Belgium, and Finland in an index focused on AI applications in biotech, healthcare, and longevity.

The index classifies the UAE as a “non-traditional leader”—a country that competes not through deep legacy research infrastructure, but through strategic deployment. The UAE combines state-backed healthcare modernisation, digital infrastructure, capital access, regulatory readiness, and visible execution environments to punch well above its weight globally.

Abu Dhabi and Dubai: Two Engines Powering One Vision

Abu Dhabi ranked 17th among global city hubs, ahead of smart city benchmarks like Seoul and Toronto. The capital’s strengths include healthcare digitisation, governed AI deployment, and institutions like M42 and Malaffi, which provides the health information exchange backbone for connected care. Dubai complements this picture through NABIDH, Dubai Healthcare City, and Mohammed Bin Rashid University of Medicine and Health Sciences — together creating a national ecosystem where AI-enabled health services and commercial pathways reinforce each other.

According to Deep Knowledge Group General Partner Dmitry Kaminskiy, the UAE is already assembling the institutional layers required to turn AI capability into safe, regulated, and repeatable biomedical operating systems. The next phase of global AI leadership, the Index notes, is moving away from research promise and toward institutionalisation — and the UAE is already there.
